Add a restart pop-up when changing language

Pretty simple, whenever you switch a language, instead of the red text telling you to restart, have a pop-up prompt saying the same with a button to restart the game now or close the pop-up. Qol imo, especially for translating when you need to see something in-game.

Note that you can use Ctrl + F1 to reload the world quickly, and that is enough to reload lang strings as well. The only thing it won't work for is the main menu, it seems.

Yeah, so a pop-up would be nice to have, also seen some other requests like having a pop-up when mods require it so it could be useful in more than one place
