If anyone is still looking Realms of Candor meets this criteria. It is a light RP nation-building server where players can form nations, settlements, or factions depending on your playstyle. It does require an application through Discord but it is not at all difficult to fill out. Has quite a few mods and its own custom-claiming mod for ease of use.
