Nevermind, found where the server hosting service states that they cannot support mods. Thanks for the help. -
currently just have the zipped files in the standard vintage story mods directory. Is there a different location I need them for the server to use them?

I have started a multiplayer server using the recommended servers from the vintage story page and I wanted to add some mods after having played for a bit. I have a few mods added, all are up to date to 1.21.5, in the vintagestory/mods folder, and checked to make sure they should all work nicely with each other. The mods show up in the list on the launcher, but when entering the server it seems that none of the mods are working aside from Expanded foods. I have cleared mod cache and reloaded mod files, but nothing changes. I don't get any errors in the logs. Two of the mods are on testing builds for 1.21.5 if that has any bearing. I have not seen other issues like this and am hoping i just made a mistake somewhere along the line.
