Yes, but what I haven't been able to find is if enemies count as armored. If the enemy is not armored then the attack tier of my weapon is less important than the HP damage. For instance a tin bronze falx has an attack tier of 3, but a tin bronze spear has an attack tier of 0. I pretty much ignored the spear because I thought the attack tier would make it a bad choice against drifters, but I haven't been able to verify that.

I don't know that enemies have armor, so much as it is more a case of higher tier enemies being resistant to lower tier attacks. Same general principle as player armor, just a simpler implementation, however, I've not this theory either to see how well it holds true.

Generally speaking though, higher tier weapons are also going to be the ones with the highest damage output, so players should also be fine ignoring the tier and going off the raw numbers if they so wish.
