I can't for the life of me figure out how I'm supposed to orient these differently. I can make them horizontal or vertical, but can't seem to change what direction the inner wood or bark are facing. I can't rotate it after placing it either, and it won't let me chisel it for some reason. Is this a bug?

I have to admit that I never worked with redwood logsections, but they might be not rotatable, because a) logs don't look any different however you rotate them, so they don't, which the log sections inherited, or b) their rotation has been set this way so that they always form a complete log when four of them are placed in a square. It might also just be an oversight of the devs.

You can't chisel logsections because this has been disabled for them for reasons unknown.

Orientation in general!

What is even more frustrating is the complete randomness of whether the spanner will rotate them.

Flat cobblestone blocks, sure they can be rotated. Fantail cobblestone, something that very specifically relies on the pattern it has, you can't rotate. You can't rotate shingles, so placing corner blocks is a nightmare. The spanner use is so inconsistent that it's both the most useful tool in the game while at the same time being the most useless.

All in all I find placing blocks, even with the ability to "re-craft" them to get a certain orientation, utterly frustrating, and it does "ruin" my building somewhat.

There is a way to consistently place blocks (especially slabs) in the orientation you desire.  It's difficult to describe how to place slabs but Kurazarrh in his season 1 Vintage Story Guide series displays a graphic about how to place slabs in the orientation desired.  I don't recall which episode, but I believe it's within the first 10 episodes of the series.

I figured it out since I'm making a tree house in a redwood tree it starts of facing a certain direction but you can place others to have it make a cicular pattern 2X2 like a normal trunk and have the side you want facing that way so you can brake the others. Its a very weird way to do it but I managed to make it work.
