So I decided to set my base at y 222. Ive built greenhouses and love the atmosphere with the bighorns and the perpetual autumn that always breaks into another winter. However, 15 fruit tree cuttings that have been two years now on the first stage deciding if they will be one of the lucky 40% is growing a bit disconcerting. Will they ever take and blossom or will they never become a tree at this axis?

I would try planting them in greenhouses. My best guess is that it's not quite getting warm enough for them to grow properly, but isn't so cold that it will kill them either.

I know this comment won't help, but I believe the devs upped that ratio. I would need to go back through the patch notes but I think (think..!) that it's now a 60% rate, not a 40% one. 

If that is the case, and my mind hasn't just invented that fact, then if anything it makes it worse for you! Sorry! :(

Based on what I’ve read on the wiki, I think that the 60% chance is only for grafted cuttings.

Could very well be. I do feel that the chances of a planted tree taking has increased in 1.21, but that could just be general RNG.
