Red X when trying to shoot a bow or throw a spear

I have arrows, using combat overhaul and some other mods. 
i've removed all Armor and still no dice. 

 

Just when i press and hold right click, it just turns my cursor in to a red X and moves slightly.

This mod is almost certainly the culprit, as to my knowledge it changes almost everything about combat quite drastically, including the aiming system.

I have not played with Combat Overhaul, but I think that the red X is where your shot will actually go. In vanilla, the crosshair remains stationary but the shot itself can be slightly adjacent to where it's pointing(shot drift). Essentially, Combat Overhaul's changes to ranged combat try to take all the guesswork out of the equation.

Yea i know that much x-x i played for quite a while before mods and used the bows with mods and without. but sadly even with arrows and trying to shoot. im holding it down for like- 30seconds and no animation change. thanks tho?

I don't think Combat Overhaul changes animations, just how the vanilla game accounts for combat. Thus the ranged attack animations remain the same, but the process of aiming is different.

Are you using the bullseye mod by chance? I know it heavily impacts usage of ranged weapons, including the animation. Personally found it difficult to use. Certainly sounds like you've got an issue with a mod though.

I think bullseye is included with the combat overhaul. so im not too sure. it think it's a "mode" i activated by accident or im not sure.

Bullseye is indeed included in Combat Overhaul. Shooting bows and throwing spears is changed. You need to first hold rmb to aim (which will give you the red x you were talking about) and then you will need to click lmb to actually shoot the arrow (or throw the spear)
