Every tool and weapon used to attack the drifter with, including your fists, adds a bit of brutality, the more painful it is, the more brutal, but thats the thing... brutal weapons arent necessarily strong...and heres another thing - the stronger the drifter, the better the brutality. and the more drifters are attacking you at once, the bigger the brutality gains. Theres two meters of brutality, one on the drifter and one for the area. Brutality on the drifter accumulates as you brutalize it, when it dies, the brutality gets transferred to the area it died in. The area brutality slowly drains by week. The more brutality the area has the less drifters you will see, but every time you increase brutality level by 10% for the area, you will get a raid incoming, at 100% you will be fighting against the strongest level drifters, raids will not happen if you dont brutalize and just fight drifters with spears or falxes or whatever other good weapon for killing them. The raids are localized temporal storms, however they are permanent as long as the certain amount of drifters arent killed. If you for example cant handle drifters at 60% raid, you simply dont brutalize more drifters above 50% and just fight normally. you can achieve the max area brutality of 110% which will initiate the hardest raid, but it quickly drains to 100%, it kinda allows you to test your might every so often, so your armor and weapons dont rust hehe. but the drain is alot slower from 100% to 90%. if you manage to raise brutality from 0% to 100% man you are in for a treat, you will be raided by a 1.9 times stronger 100% raid. You can achieve high brutality gain with temporal weapons, these deal low damage, but high pain, useless against animals. TLDR : fight drifter with bad weapon or fists to raise brutality in the area it dies in to see less drifters on the surface, but also raise drifter strength level and the amount in caves.
