It only has 50 satiety, as well as taking 32 days to grow, and spoils in 21 days. It has the same nutrient consumption as rye, however it drops a lot of vegetables, however this doesnt really seem like a great tradeoff. Am i missing something here? (Fishing is not something thats possible, No oceans here in a 2000 blocks radius.)

In game, it's mostly meant for fish bait, not a staple food crop. I did find it useful as foraged food my first year, as there was quite a bit of it growing wild in my area. It's similar to mushrooms or flax that way, there isn't a reason to use it as food once you get established. 1

As others have already noted, it's primarily for stinkbait, and fennel keeps reasonably well so it makes it rather easy to craft stinkbait at any time as long as you have some fresh meat at hand. When herbalism or more detailed cooking mechanics are added, fennel might become more useful, since it's often used to season food or in some herbal remedies.
