Is there an actual block, or does the map just indicate there's a block? It's possible that the map could have just bugged out. In any case, my initial suspicion is that there may be mod installed that alter the world generation and produce strange behavior such as this. If you're not using mods though, then it's a bug that should be reported on the Github bug tracker.

Unsure if to do with the mods as I dont have any terrain modifying mods
