Mossy rocks

How does get mossy rock is something you can make or is it world gen?

You can look it up in the ingame handbook (press 'H').

If it can be made by the player, the handbook will tell you how. Either by listing a recipe, or at least referencing a game mechanic - like a pickaxe head will tell you that it is created by smithing.

If no recipe is listed beyond "obtained by breaking" followed by the block itself, then you can assume that it is worldgen only.
