Since borax is so critical for progression (required for iron anvils and cementation coffin lids), it make sense to me that it would be available from a trader. Clothing traders will only ever have a couple in stock, for a couple gears each. The deal from the commodities trader is cheaper per piece but has a higher purchase price.
