Mostly the problem I have with it is that even if the work item shatters, you should get at least some percentage of metal back. 

Matter cannot be destroyed entirely, and it is so very frustrating that when it's a 10% to break, it breaks anyways.

I agree with you.
While waiting for it to be implemented in the base-game, there's a mod called "Quench Salvage" that gets the job done. Hope that helps.

I don't know if steel would be able to be resmelted, but I think iron should drop a portion of the initial material, since it's not contaminated with carbon that much during the forging process (I guess?). Even though it's such a plentiful resource, there's still a significant fuel and time cost.

Also could we pack kilns with combos of iron and coal? Sometimes you just get stuck with a handful of different fuels and ore, and no way to make any use of them.

This is exactly what I want. Im not asking for the whole ingot, but to lose all of that work because of an initial 5% chance of shattering is not only disappointing, but extremely frustrating.
