Make snow

Is there a command to force a world to start snowing? It's kind of hard to test my road mod when I can't make it snow when I want.

Note that it needs to be cold enough for snow to actually see snow. Else it will just rain. Create your test world with the coldest climate setting to have snow right where you spawn.
