It's constantly spinning in your inventory and when dropped, and I believe the description mentions something about it turning as well. Though when you tie it to a string it suddenly stops.

Oh, right, sorry, I really should have realised the context considering the topic title! I honestly don't know. Edit: The place you'd maybe expect it to exist is in the [accessibility] tab in the settings, but no option to turn off animation. Edited March 1 by Broccoli Clock

It's just a difference in models. As for what makes it stop spinning in lore...I dunno, maybe it should still spin. I chalk it up to perhaps the temporal gears spin slowly when they're just sitting there by themselves, and aren't otherwise hampered by an outside force. Tying them to strings or using them in machinery is likely enough to counteract whatever causes them to slowly spin.
