I built a house in the plains, far from any forest. For 15-20 real world hours in this world I didn't have a single wolf or bear spawn.

Now, I have 12ish fully grown trees around my house. Walk outside to find 4 wolfs and 1 bear...

Does tree planting create wolf spawns?

From what I saw from the wiki before, the spawn location of those creatures is solely about the conditions set in the world generation, which is not changed by planting trees. Surely the criteria probably has changed over updates, but last time when I checked in 1.20.8, it stays as it was.
Have you installed any mods about spawning?

I suspect the Vanilla+ mod is the culprit.  I have never run into this issue.  I find the reverse is true, clear cut a forest and wolves stop spawning; although others contend my experience is coincidental rather than causation.

Well I dont have much of any trees on my current map (yet), lots of birch shrubs though, and have a bit of a wolf problem (meat for later in the winter, so I just trap them), and also the occational brown or black bear near my base.

This. I haven't looked at the code in a coon's age,  but the minForest value includes (or included) bushes. Even if you clear them out, it's still pretty easy to have met that condition at worldgen. Brown bears, for instance, are (or were) minForest of 0.2.

However, I have a sneaking suspicion the routine has been tweaked a bit.
