Rusty Gear glued to the ground

On my way home (after checking a basket trap, that #$%¥ kid refuses to be caught even after days of tempting it with tasty turnips and carrots. If it grows up first I'm gonna kill it!) I spotted something on the ground, at the entrance to a cave, a rusty gear. And it's just sitting there, I can't pick it up. When I broke the block it was sitting on, it just dropped to the one below. 

Is this normal?

 

Edit: Went back to check, it's actually a Loose Rusty Gear.

This is normal yes, sometimes they can just be found on the ground around caves.
It doesn't indicate anything though, just a free gear.

You can break it to pick it up.
