To my knowledge, no. You might be able to place an oil lamp inside the block(although to my knowledge, that isn't possible), but chiseling that much material from the block is going to mean it will no longer qualify as an insulating block when it comes to room calculations.

Oh, at what point does it stop counting as a wall for a room?  I assumed that as long as it still had at least one voxel thick in one whole face that would count.  Oh well, I guess I can just hang the lamp on one side of the full glass block.

Basically, when more than half the voxels are gone from the block, it stops qualifying. Pulling from the wiki:

Chiseled blocks have more specific rules. First, at least half of the block's total volume must be present. Second, either the inner or outer face* needs to be "almost solid", with 32 or fewer voxels missing. If both of these conditions are met, both sides of the block will be solid, regardless of which face is "almost solid".

If you don't mind a bit of cheating though, there are glowing blocks in the creative menu that you could add as chiseled accents. I think they should still provide light when chiseled, though I'm not sure since I've not really messed around with them.

From my testing of that in my last world, you have to start with the paper lantern/light block and chisel something else onto it, or it will not count as a light source. 

I added a bit of paper lanterns to the middle of ashlar blocks above my cooking pots at one of my bases, but it didn't count as light. When I started with the lanterns, then chiseled them down and chiseled in ashlar blocks around them, they did count as a light. That was 1.21.5, though.
