How it light level distance measured? If I have a torch on top of a single raised block, What's the light level on the ground around the block? I can see it being somewhere from 1-3 depending on how it's counted.

May I reiterate, to clarify my understanding, and get a response?

if I place an unlined lantern(18) two blocks above the ground, attached to the ceiling...the ground block directly below would be 16?  And the 4 cardinal ground blocks surrounding it would all be 15?  Would the diagonal blocks be 14 then?

Is there a way to tell this, or would I need a mod to do so?

I am not Stroam, but I'm 99% sure that you've described it correctly. It's not very visible in Vintage Story, where the steps between light levels are very fine and there are shaders that smooth out the lighting. But in other block voxel games that use similar lighting models (and many do), the behavior is much more visible.
