I have gone through the wiki, youtube tutorials, and tested different locations to try and lower the spoil speed of food in my clay storage vessel. In this photo, the container is underground in a room fully made of stone/cobblestone, 4x6x2, and is shown to be a true room with the /debug room h command. There is no access to the outside with this, as my base is closed off by blocks instead of doors to the outside. The light inside is provided by an oil lamp. 

I have included another screenshot of the stats from my character screen, and my location in the world is 205, 117, -119.

How can I get the room to be cooler, and what am I doing wrong?

[In case you can't see the picture, it is July 2nd, and my character's body temp is 37.8 celcius despite being inside for the entire day.]

As stated above, crude door is most likely the issue, it does not seal the cellar. Your post makes it sound like you've sealed off your base with full blocks rather than just your cellar. Since cellars have a max size limit (7x7x7), and crude doors have no effect on cellar creation, the game reads you cellar as a room but not a cellar. Replace the crude door with haybales or with a regular door once you have access to a saw. That should solve your problem, you don't need to fully seal the rest of your base to the outside.

It has to be a solid door, and the door to the cellar should always be closed (whether you are out of the room or in). Crude doors does not count as it doesnt isolate the room, and the cellar isnt seen as a cellar by the game.
